Yes. The app is designed to work fully offline, which matters most when you actually need it.

Is it free?
The core of the app, the part that helps you be safer, is free. Any optional extras will always be clearly separate from that.
Is the first-aid guidance a substitute for training?
No. In an emergency always call 999. The guidance in the app is there to help, but it is not a replacement for hands-on first-aid training.
